Three Counties PASS Group - a joint initiative by Bucks, Berks and Oxon LDCs, supported by the PCTs of the three Counties

What is PASS ?

The PASS programme has been developed by the Local Dental Committees of Bucks, Berks and Oxon, with support from Primary Care Trusts in the three counties and with the approval of local GDPs.

PASS objectives are:

The early identification of practitioners whose performance may be giving cause for concern.
To provide practitioners with skilled help, support and guidance.
To provide assurance to the public, politicians and the profession that the issue of performance is being addressed responsibly.

The PASS Group consists of professional, dental public health, and lay members, all of whom operate under a Code of Conduct and follow Caldicott guidelines on confidentiality.

How do I reach the Group?

You may refer yourself to the PASS Group if you feel that you would benefit from support or assistance.
The Primary Care Trust may ask the PASS Group to offer support, after consideration by the PCT Concerns Group.
The CDPH or DPA may suggest PASS participation.
A concerned colleague or member of staff may contact the group.
Other bodies, eg the DPB of GDC might refer.

What action can the PASS Group take ?

The PASS Group may decide that no action is required.
The practitioner may be encouraged to work with members of the group to try to resolve the issues of concern.
The issues may be such that it is not felt appropriate for the PASS Group to intervene. In these circumstances, the PASS Group will refer the matter back to the originator of the referral so that alternative action can be taken.

PASS Group Members:

Chris Evans: Qualified from KCH Dental School in 1970 and after a couple of surgical house jobs moved into general practice. Moved to Oxford in 1985. Besides working in practice acts as practice adviser to the Oxfordshire PCTs as well as being the post-graduate Dental Tutor for Oxfordshire.

Joe Ingham: Graduated BDS from The London in 1983. Lives in Wokingham where he is in part-time practice. Teaches student therapists and hygienists one day per week. Acts as practice adviser for Berkshire PCTs. Lies awake worrying about the welfare of his two sons and Manchester Citys results.

James Pegg: Graduated in 1988 from Guys Dental School, and gained a DPDS Diploma from Bristol University in 1999. Partner in preventive practice in Berkshire, which is BDA Good Practice approved and recognised by Investors in People. James is a keen advocate of preventive care and of excellence in dental practice.

Brett Sinson: Qualified at the Royal Dental Hospital in 1979 followed by hospital positions in periodontology and oral surgery. Purchased a practice in Carterton in 1985 and converted to private adults in 1990. A member of Oxford LDC, GDPC and practice adviser to Denplan. Has obtained the MGDS and has a certificate in practice appraisal from the faculty.

Roz Tritton: Roz qualified from Bristol University and is a Dental Practitioner in NHS and private practice in Oxford. She has worked in many areas of dentistry including the Dental Hospital in Bristol and the Maxillo-Facial/Oral Surgery Department of Addenbrokes Hospital in Cambridge. She has been a Postgraduate Dental Tutor at the Oxford Deanery for the last seven years and has a particular interest in Blended Learning. She is currently an elected member and Secretary of the Oxfordshire Local Dental Committee. Her outside interests revolve mainly around sport. She is a qualified coach and umpire as well as remaining an active participant.

Sandra White: Sandra graduated in Manchester in 1985 and worked in Maxillo-facial surgery in Manchester and London. She moved to general practice and community services in Warwickshire, Bedfordshire and Northants. Her last clinical job was treating adults with special needs including those with learning disability, severe mental health problems, dental phobias, the homeless and travellers and vulnerable elderly patients. The work involved treatment under sedation and GA. She has worked at Milton Keynes PCT as a Consultant in Dental Public Health since 2005, and for South Central SHA since 2007. She has worked as a Deputy Director of Public Health and now works for Northants and MK PCTs as their Consultant in Dental Public Health. She is a mentor and coach/mentor for dentists in difficulty for Oxford Deanery. She is also a trainer for SpRs and Honorary Lecturer for Birmingham Dental Hospital. Sandra is married with two children, and when she escapes work she rides and drives her horses, looks after sheep, chickens, cats and dogs and grows her own veg. She copes with the day job by running and singing and eating with friends (not all at the same time!) Qualifications: BDS, FDSRCS, Dip Con Sed, MPH, FDS RCS (DPH), FFPH and just finishing her MBA.

Charles Horn: Charles co-directs the PCICS (Primary Care Independent Complaints Service) where he has conciliated the resolution of medical and dental disputes for the past 10 years. Charles is the lay (non-practitioner) Member of PASS, and is a CEDR (Centre for Effective Dispute Resolution) qualified Mediator, and Member of the Chartered Institute of Arbitrators. Charles also mediates for the Equalities Mediation Service, 3 regional Special Educational Needs Mediation Services, and the Oxford Colleges Higher Education Policy Studies (OxCHEPS) Mediation Service. He holds an MSc in conflict resolution from the University of London and is currently researching his doctorate.
